Bishop Looks Ahead Into New Term

Recently reelected Democratic U.S. Representative Tim Bishop reflected this week on an expensive, hard-fought race, how his role might change in Congress this term, and the “fiscal cliff”—big, immediate tax and spending issues legislators must come to an agreement on before automatic spending cuts and tax increases kick in for Americans next year.

In a phone interview on Monday, the congressman, who won a sixth term last Tuesday, said he’s already noticed a shift in attitude among some House Republicans, who seem more open to compromise on controversial issues following last week’s election results. It’s “growing increasingly likely” that Congress will avoid diving off the fiscal cliff by coming to a deal on a number of issues, including whether the Bush-era tax cuts should be renewed for all income brackets, and whether the country’s debt ceiling should be raised, he said.

“I think some of the things Speaker [John] Boehner has said in the five or six days since the election have been very encouraging, certainly suggesting he’s ready to come to the table to negotiate,” said Mr. Bishop.

There are about seven items that are “all coming together” by the end of the year, said Mr. Bishop. Those include whether the Bush-era tax cuts should be renewed, in light of a whopping federal deficit topping $1 trillion and also, whether the federal government should raise the debt ceiling. There are a number of tax measures that will expire at the end of the year, including the alternative minimum tax patch; a 2-percent reduction in the Social Security withholding tax, also known as the payroll tax cut; the current level of estate taxation and exemption, and the Medicare sustainable growth rate, said Mr. Bishop.

Also, sequestration—about $1.2 trillion in automatic cuts across the board—will kick in on January 1 if no deal is reached, said Mr. Bishop. If implemented, the consequences of the cuts would be “pretty serious” and could “throw us right back into a recession,” said Mr. Bishop.

“I don’t know anyone who wants sequestration,” said Mr. Bishop. “So we have to put in place some reason judgments that realize reductions in expenditures. But to cut across the board account by account the way sequestration requires, again, it is very, very poor public policy.”

Mr. Bishop said he’s in favor of renewing the tax cuts for families that make less than $250,000. He’s not in favor of renewing them for families making more than $250,000. He also said the country must raise its debt ceiling.

“There’s no getting around that,” he said. “The U.S. defaulting on its obligations is simply unthinkable. And if the U.S. were to default on its obligations, the economic consequences for us and really the global economy would be almost catastrophic.”

For the next two years, Mr. Bishop will be focusing on his committee memberships. He said he has been “growing in seniority” on several committees, including the Water Resources and Environment Subcommittee, of which he is the senior Democrat. He said he expects to play a “very active” role with the U.S. Army Corps of Engineers on that committee this term, particularly in helping facilitate the rebuilding of the northeast coasts of the U.S. after Hurricane Sandy. Mr. Bishop also serves on the Transportation and Infrastructure Committee and the Education and Workforce Committee.

The congressman plans to reintroduce legislation this term that would significantly increase federal investment for local governments to fund and construct waste water infrastructure projects. It would dole out about $13.8 billion over the next five years nationwide to communities that need to fund waste water infrastructure. In his district, those communities include Southampton Village, Mastic and Shirley, Rocky Point and Kings Park.

In thinking back on the campaign against second-time challenger Republican Randy Altschuler, Mr. Bishop reiterated what he said on the trail–that it was a “very, very, ugly” race, particularly because it drew his family into the crossfire. He also guessed that between the money spent by super PACs and by the candidates’ own campaign committees, the price of the race topped $8 million.

“It’s got to be the most expensive congressional race in the history of Long Island,” Mr. Bishop said.

The mechanism that allowed the millions of dollars of independent expenditures by Super PACs to flow in, which followed the Citizens United Supreme Court case ruling, was a subject in debates between Mr. Altschuler and Mr. Bishop. The congressman supports efforts to work around the court’s ruling, including a possible constitutional amendment, because it “fundamentally” threatens democracy, he has said on the campaign trail. But he also said the money didn’t seem to have an impact in this election, noting that Mr. Altschuler benefited more from outside money, about $3 million to Mr. Bishop’s more than $1 million.

Actually George, I have a theory that the massive influx of cash to all media and if course to the post office greater a number of jobs, increased consumer spending and in general bolstered the economy. Ergo, we owe a debt of gratitude to those like the Koch brothers who ironically found the money they spent to defeat the President and elect a Republican majority in the Senate, had the reverse effect. Have to give you credit for thinking outside the box, N, but this "debt of gratitude to those like the Koch brothers" is a little too far outside for me. Sort of like saying we owe a debt of gratitude to the drug lords for how much they boost the economy with buying fancy clothes, autos, arms, airplanes, helos, etc., wholly ignoring the pernicious influence they have on society. Why George, I hadn't thought about the drug lords. As for Citizens United I have concrns about limitations of First Amendment rights. To me it is a question of whether corporations are entitled to the rights of voting citizens while they have never been granted the right to vote. Its a tough call. Wow Phadreus is complaining about soldiers pensions. The pension that most soldiers get isn't enough to support a pigeon.Which is sad because our 160 day a year cops retire with more than 100k a year for life. Time to cut municipal pensions and apply them to retired soldiers where it should be. FDR was right municipal unions are a huge mistake.

Excuse me, but I've reread my post several times and I don't see the word pension used once. I was refering to the expense, that the Veteran's Administration will have over the next decade or so. Money well spent on those most deserving. Try taking a 6th grade reading comprehension course, you;ll find life much easier if you have a clue as to what you are talking about.

Not one idea will take a penny off the debt it will only cut the deficit by 300 billion at most. The road to fixing things is long. A good start would be proper, and prudent fiscal regulations, an agency willing to investigate and prosecute instead of carrying on non-enforcement and a sex scandal, and kick lobbyists out of the Capitol. IMO, the Yacht club or Beach Club are great due to central location. You can walk to Epcot, take a boat to Hollywood Studios, etc. Animal Kingdom is a lot of fun but transportation is a bit longer due to it's location. The new Fantasyland area at Magic Kingdom looks great but is not completely done. The restaurant(Be Our Guest) is open but the Snow White coaster is still under construction. It is really crowded and I don't know if it is me but it seems that people in the parks have gotten ...more

Blacks are around 10% of the population and whites are 74% do you see a problem Phil? Nice try anyway that statistic doesn't include another 1.5 million blacks in the prison system we support. At this point I think we could spend less by training blacks for jobs than supporting them. Helping Blacks with easy money is not helping them in the long run time to job train, and cut the cord.

It's interesting that Hispanic immigrants are 1/2 as likely to be on the dole than blacks. Even more so that blacks are represented 40 to 1 compared to Asians! How can it be that these folks, arriving here not speaking the language, are able to make their way without a handout from the government? What is your source for that? None of the sources I can find have reasonably recent data, and most any ranking involves data that ranges from three years old, to more than ten.

As of September suicide is the leading cause of mortality in the United States. That's the stone cold numbers. It even exceeded motor vehicle accidents which ranked second.
