Town Board Delays Bel-Aire Cove Motel Purchase In Hampton Bays

Southampton Town Board members delayed a vote to purchase the Bel-Aire Cove Motel in Hampton Bays on Tuesday.

Southampton Town Board members held off on voting to purchase the Bel-Aire Cove Motel in Hampton Bays on Tuesday to allow the Planning Board time to comment on plans to redevelop the property.

Under the State Urban Renewal Law, the town can develop plans to eliminate blighted areas to allow growth and development that benefits the public, which is what Southampton Town Supervisor Jay Schneiderman said he is working to do.

The Hampton Bays Waterfront Revitalization Plan maps out what would happen to the property if purchased by the town for $1,060,000. In this case, the town would develop either a 22-unit boutique hotel or 12-unit seasonal resort complex consisting of townhouses with the community’s approval, gather and secure construction permits, and then seek out developers to bid on the project.

According to the plan, the buildings would not be taller than two stories high, and amenities on the property could include a lounge area, pool or fitness and yoga room.

The purpose of the plan is to clean up blighted areas and promote tourism, and if approved, the town expects to use the Bel-Aire Cove Motel as a model for future projects.

Mr. Schneiderman originally proposed purchasing the Bel-Aire Cove Motel for community development in August, but many people from the community, through the public hearing process, spoke against the plan. Instead, members of the community said they would rather see Community Preservation Fund money used to purchase the land and allow it to revert to its natural state.

Having listened to the community, Town Board member Christine Scalera proposed a resolution to purchase the property using CPF money, but the other four board members rejected her proposition. Mr. Schneiderman has since introduced a third plan, the current one, to purchase the property—which has been the subject of numerous complaints about pollution and over-occupancy—under urban renewal guidelines.

Before the board votes to approve the purchase, members agreed that they would like the Planning Board to review the waterfront revitalization plan to make sure it fits within the town guidelines.

Mr. Schneiderman said on Wednesday morning, March 13, that the board sent the plan to the Planning Board as a referral. He added that they don’t have to approve the plan, but he wanted to be able to give members of the Planning Board a chance to comment before the vote.

“As much as I would like to vote on this, I think we need to table it one more time,” Mr. Schneiderman said just before the vote on Tuesday. “I think we should at least hear the comments from the Planning Board … but I don’t think we should wait indefinitely on this.”

This process has been institutionally corrupt since the first walk on resolution in August. The Governor vetoed the Town's request for a Community Development Agency two years in a row, so they now circumvented the process with a different plan. They seem to be on a slippery slope to violating legal, ethical or moral standards. I suspect Supervisor Schneiderman believes he is untouchable since he came very close to winning the race for Suffolk County Comptroller. We shall see.

The town has eliminated far too much Resort Waterfront Business zoning in Hampton Bays and now has an opportunity to reverse that trend and honor the master plan for the community. Rezone this property, along with that of the fishing station to its east, to RWB to reflect its historical use and to bring it into harmony with all the property adjoining it south to the open bay that are currently zoned RWB.

VOS - I don't disagree with your comments and I know others won't either, but this process for this property has been very Machiavellian. It has been my experience, that that never turns out well for those that it is alleged to help. I have followed your comments on some of the developments - Pro Hills, anti CPI Boathouse. My comments have always been about the process since, while at the end, I may not agree with the outcome, at least I know that the Town Administration acted in good faith. ...more

That's rather condescending, isn't it? One need not live within certain boundaries to understand what goes on within them.

I could live in Southampton, England and still make myself more familiar with the details of almost anything here than many who live atop any specific parcel.

For the record, I have lived within western Southampton Town for over forty years, save for about four in Sag Harbor. I currently reside in Hampton Bays.

It wasn't meant to be condescending. I am sorry if you took it that way. I am from the borough of Brooklyn and moved to Hampton Bays in 1999. Each neighborhood in Brooklyn is very different just as each hamlet is in Southampton. I had a field job in economic development in Brooklyn and grew to understand that unless you lived it, you didn't understand it. Why not just let a plan that fixes the problem go through? GA Lombardi was all for spending Hampton Bays School District money on some up island law firm that ended up doing absolutely nothing except embarassing our little hamlet. That Lars Clemenson move was much more a misuse of taxpayer money than this scheme.

Let the Town buy the property and sell it to some developer -- even if its some inside deal, who cares if it takes the low income, polluting, educationally expensive, physically ...more

dtree, I would not be against the Plan except that I don't believe that the Plan is not going to turn out well for HB. First it was condos in August, then they needed a Community Development Agency, then the Governor vetoed that, then they make up this Plan. Before long, the Town will say there is no market and it will be some sort of emergency housing or low-income housing. we will go from private blight to public blight. What G.A.
