Bouvier Withdraws Southampton Town Resolution That Would Include Sky Lanterns As Part Of Balloon Ban

A Southampton Town Board proposal to include sky lanterns as part of a ban that outlawed the intentional release of balloons in June was withdrawn at the board’s meeting on Tuesday by its sponsor, Councilman John Bouvier.

Sky lanterns are used during ceremonial proceedings and typically consist of a paper balloon, a candle and a piece of metal to hold everything together. When the candle is lit, the lantern gains flight and when the candle is extinguished, the lantern drops to the ground.

The concern about lanterns was that they would pose a threat to the environment.

Mr. Bouvier introduced the legislation in September, in an effort to include sky lanterns as part of the definition of balloons. The current definition of balloons includes material such as rubber, latex, Mylar or any other fabric that can be inflated with gas or liquid and sealed at the neck.

A public hearing on the matter was scheduled for Tuesday, and when introduced, Mr. Bouvier said he planned to withdraw the resolution.

“The sustainability committee is looking at … the intentional release of helium filled balloons and the impacts it has on wildlife, and one of the concerns was that there are sky lanterns that use opaque balloons with LEDs in them,” he said. “I feel under the definition … that would be considered a balloon, although they are listed as sky lanterns. That really was the confusion.”

Mr. Bouvier said if the committee feels the need to make an amendment in the future, he will welcome the opportunity.

Since John Bouvier has been in office, there has been approximately $400 million spent and this is what they spend time on. I have set through mind numbing discussions about 6 parking spaces, balloons, straws, 4 foot walls and fences. This Board is the kings and queens of minutia and wastes taxpayers money. They overpay for property and services and buy CPF property that they can't maintain. Time for change..

Since John Bouvier has been in office, G.A. Lombardi has sniped and carped at him and the rest of the Town Board over anything and everything they have undertaken. The irony is that if the facts were otherwise, Ms. Lombardi would be complaining about Mr. Bouvier’s inattention to detail.

WOW Turkey Bridge a/k/a George Lynch - making some broad based judgement about an individual resident, taxpayer, voter without really knowing the person. But I expect nothing more from the democratic leadership (including the elected officials) in the Town of Southampton. Since they really can't address the issues with any validity, they attack the person and make them the issue. We used to call that "your mother wears army boots" defense. It is laughable.
