Southampton Town And Village Police Forces Receive Former Military Equipment

Police forces in Southampton Town, including those in three villages, have received about $400,000 in former military equipment over the past four years, according to information released by the U.S. Department of Defense.

Most recently, the Quogue and Westhampton Beach village police departments have received former military vehicles and equipment—ranging from Humvees to binoculars and three-ring binders—thanks to the Pentagon-sponsored 1033 Program that provides former military equipment to local police forces.

Police departments typically apply for the grant on an annual basis and can receive equipment based on their specific needs. For example, Town Police received two armored trucks in 2010 to go along with a variety of equipment, including combat boots, outerwear, cameras and related equipment and, more recently, a life raft. The department has received an estimated $193,000 worth of equipment over the past four years through the program.

“This program is absolutely fantastic,” Town Police Sergeant Susan Ralph said on Wednesday. “We will use the vehicles in emergency situations to get through the snow or flooded areas to get to people that need help.”

Quogue Village Police now have two former military vehicles—a utility truck worth $49,857, and a cargo truck valued at $104,626. Lieutenant Christopher Isola said the new additions will assist officers when they must drive through areas that are flooded, such as Dune Road, during severe storms.

“We’ve lost several vehicles in the past to saltwater damage,” Lt. Isola said. “Our interest in the program was to see what else was out there that we could obtain without spending money.”

The two trucks were delivered in September. Lt. Isola said both needed minor repairs and the village decided to paint them white as well. Those costs, which have not been determined yet, are not covered by the federal program. The village has enlisted Eastern Suffolk BOCES students, who have the option to take automotive classes, to fix and paint the vehicles.

“These are viable vehicles,” Lt. Isola said, explaining that the Humvee needed a new battery and the department needed to retrofit some of the vehicle’s features. “They’re adaptable and can be used for a lot of different things, so we just needed to decide how we wanted to tailor them to fit our needs.”

These vehicles, like the ones in Southampton Town, will be primarily used for emergency situations, Lt. Isola said, especially during blizzards and nor’easters.

In April, Westhampton Beach Village received a Humvee valued at $47,989 that also will be used for emergency situations, according to Lieutenant Trevor Gonce.

Lt. Gonce said the village elected to paint the vehicle black, but it did not require any maintenance work. He also noted that the vehicle will be utilized during floods and to access to beach during emergencies.

“Little by little, I’m going to try to get all of the officers trained on it,” he said.

In 2010, the Southampton Village Police Department received binoculars and a sight reflex optic that enhances night vision for its officers through the federal program.

SVPD received binoculars? Great. They have nothing to do, especially from September to May. Maybe they pull over a speeder once every winter. Ranked officers make over $120,000 a year to park on side streets and play on their cell phones but the department can't afford binoculars. Super.

Why is no one asking how much this 1033 program costs the taxpayers every year? How many miles or hours have these vehicles logged? Why are they considered surplus? Has the Pentagon replaced these vehicles in their inventory? Are we really just promoting a constant turnover of equipment solely to keep political promises to the industries that benefit?

I've been reading about small police departments all over the country getting excess military gear. My question is, what sort of guns did our department get? One tiny police force of ONE man, got ten Assault rifles. Did our local police take any of those, if so, why? Militarizing our police is not a good idea.

They're not preparing for anything. The goal is for weapons manufacturers to continue to churn out weapons and make profits while our corporations whittle down the military until we have a tiny fighting force with the rest of the military's jobs being filled by contractors. All this equipment wouldn't be necessary if people just did what they were told. As we saw with the django actress in LA, she would've been sent on her way if she produced ID. Eric Garner would be alive if he didn't resist arrest and the same goes with the drug user in ferguson. There's no need to escalate the situation.

In the examples that political pawn mentioned - the "suspects" did the exact opposite of the "quick pointers" posted above.

What political pawn is getting at is if they had acted in a respectful manner (while maintaining their rights) the situations would not have escalated. This isn't a debate about if the force was appropriate (we can't know in many cases because we weren't there), this is a debate in how the "suspects" reacted to police questioning, police presence, or police actions.

Phil I think you fundamentally misunderstand how the constitution works. The US constitution is to be applied to the actions of the Federal government and its agents. The NY state constitution is what you should be quoting here since it is what applies in a stop by the SHPD or similar police. Look at the state constitution for the rights granted to NY State citizens not the US Constitution.

The real question that should be asked is who is going to pay to maintain these extremely expensive specialized vehicles? Being limited production military vehicles the repair/ replacement parts are in limited supply from proprietary manufactures and we should all be aware of excessive amount of money the military pays for anything it buys. Wrong on so many levels. Any business would be thrilled to own equiptment built to "milspec". Finding parts for these trucks is a piece of cake. Either from existing stock, or manufacturers. And they last and last and last.

First of all most businesses are interested in having reliable equipment that does the job needed and is easy to keep in service with minimal down time at minimal cost. They are not interested in vehicles specialized for a different industry. Need parts for a normal truck aand you can go down to the local dealer and get them off the shelf. Try that with a mil spec Humvee. Additionally since there are hundreds of thousands of them in civilian use there are after market companies making them brining ...more

Under international law and sanctions we cannot hold them indefinitely without charges, and the evidence to back said charges up. The inability to charge those captured must be Obama's fault too. I'm sure he encouraged all those who failed to do so to enlist, and signed off on every promotion in those officer's long careers. [snicker]

Bottom line: If you have no evidence to charge them, they must be released.
