Day Camp Application Up For Planning Board Meeting

Oct 5, 2011 11:20 AM

A proposal to create a seasonal day camp in North Sea will be on the agenda of the Southampton Town Planning Board today, October 6, at 1 p.m.

Dennis Finnerty, the board’s chairman, said the board is waiting for a report from the town’s traffic consultant, L.K. McLean Associates, which was charged with analyzing data submitted by the applicant, Southampton Day Camp Realty LLC. The Planning Board eventually has to decide whether to issue the site plan application a positive or negative declaration under the State Environmental Quality Review Act. A positive declaration would require the applicant to conduct an extensive environmental impact study.

Jay Jacobs, the principal of the firm, is looking to renovate current facilities and buildings on the 17.3-acre site on Majors Path near Little Fresh Pond to create a day camp that could tout an enrollment of 400 campers, and about 60 camp counselors who would live on the site. His application has received sharp criticism from a group of neighbors who fear that the effects of such a project could pollute Little Fresh Pond and Big Fresh Pond.

Last month, Mr. Jacobs withdrew an application he had before the Southampton Town Zoning Board of Appeals that sought variances for new buildings and facilities to create the day camp. He is now looking to renovate the current facilities instead and has filed a site plan for approval from the Planning Board.

The neighbors have challenged Mr. Jacobs’s application and a determination by Southampton Town Building Inspector Michael Benincasa that the most recent form of the proposal is not an expansion or change of use from what currently exists at the site. That challenge will be heard by the Southampton Town Zoning Board of Appeals on October 20 at 7 p.m.

there has never been 400 campers plus counselors on that property in the last 30 plus years. 72000 square feet of property will be cleared and it is not considered an expansion?!?
