Former Southampton Supervisor Linda Kabot writes to state comptroller about maladministration

Linda Kabot left her position as supervisor at Town Hall two weeks ago, but the stresses and duties of the job are still on her mind. In fact, she drafted a letter and compiled a more than 100-page document for the New York State comptroller detailing the town’s fiscal crisis.

In the document, Ms. Kabot calls out former Supervisor Patrick Heaney and his administration, accusing it of financial mismanagement and maladministration. Currently, Ms. Kabot noted in her letter, State Comptroller Thomas P. DiNapoli is only auditing the town’s books from 2008 and 2009; she urged him to include the years 2003 to 2007, when Mr. Heaney was supervisor.

The document was given to the Town Board, the town attorney, the town comptroller and the Suffolk County district attorney.

Approximately $13 million that should have been transferred to the town’s capital fund for various projects between 2003 and 2008 was not, causing confusion over exactly how much money was left in the town’s general fund and how much was available for approved capital projects. The reasons why $13 million was never transferred to the appropriate fund are still vague, but Ms. Kabot, in a footnote to the document she wrote, said she believes “Southampton Town’s true financial condition was not accurately reported, and this failure may have been done willfully and knowingly.”

When reached Tuesday, Mr. Heaney declined to respond to Ms. Kabot’s allegations. “For the last two years, you printed whatever she wanted you to print,” Mr. Heaney said about The Press. “This is not something I’m going to respond to. It’s just not something I’m going to engage in.”

Ms. Kabot wrote that that bonds were authorized from 2004 until 2007, when she was a Town Board member, but were not issued until 2009 in order to defer principal payments. This allowed taxes to stay artificially low, she said. She also said that could be a violation of New York State finance law.

Town Comptroller Tamara Wright, whom Ms. Kabot lauds in the document, said that she does not believe there is evidence that suggests there was intentional malfeasance on the part of either Mr. Heaney or former Town Comptroller Charlene Kagel. “It’s hard to go back and understand why certain things were done or not done,” she said.

Ms. Wright said that Ms. Kagel described the actions leading to the financial crisis as an “oversight.”

“I think that oversights can happen,” Ms. Wright said, adding that she hadn’t closely reviewed Ms. Kabot’s document yet. “These unfortunately were in successive years.”

I don't think it is all "sour grapes." Skip Heaney left the Town in a fiscal mess, which is one reason why he wasn't able to respond substantively to The Press' inquiry -- speaking of "sour grapes," I'd say that Heaney's "For the last two years, you printed whatever she wanted you to print" snivel is a much better example of "sour grapes!"

And whom did the new SH Town board vote to oust (by not re-appointing) as one of their first actions? Why it's SH Town Comptroller Tamara Wright who was key in uncovering the "misapplication" of the capital funds. Smart move? I don't think so. The new SH Town Supervisor doesn't think so. There never is anything "statesman-like" or graceful about Kabot. Now she wants to exact her pound of flesh and true to form pass the buck. Kabot never had the courage nor the conviction to open up all the books to the State Comptroller when she was Supervisor and now she wants to re-write history -- including her culpability in the financial mess as a then-sitting board member. She is so young to be so bitter. A sad, very sad legacy she leaves.

JimmyK - by your logic everyone who served on the Board during those years is just as responsible as Linda - I think she did a great job trying to clean up the mess regardless of who created it and the mess certainly contributed to her defeat. She is not "passing the buck" as you say - she contronted the mess. S

Read some of the other posts here, Frank, and you will find many in agreement. Once again, you resort to name calling, will it never end with you? Seriously. You don't have to agree with me and, if you did, I would probably be forced to reevaluate my statement.

Linda Kabot is a vindictive loser and, yes, she absolutely reminds me of Sarah Palin - blame everyone else and exit without dignity.

Why would any elected official in their right mind just "take over" a county, town, village, etc. without having an audit done by an impartial party (ies) ...the blame game keeps going and going and going.......dint skip lose to linda kabot.....so she knowingly took over knowing that the twon was in a fiscal mess....hello wtf........

Kabot never would have created this 100 page revenge document if she was re-elected. This is classic. Like any disgruntled former employee, Kabot needs to blame everyone else but herself for whatever problems existed. Kagel was a smart and intelligent comptroller. When the dust settles we will see who is to blame for any skrew ups, if there were any by town officials.

Seems like the Suffolk DA will be investigating this disgraceful mess real soon..hopefully he takes a look at the other disgraceful mess unfolding in Westhampton Beach as well. What a winter!

Stop placing the blame on everyone from Heaney to the Westhampton PD for pulling you over.

But what would the new political sub-division be named? "Westhampton," with the Town Hall... where?

Oh, of course, Westhampton Beach, which Village will be dissolving shortly after the Attorney General takes the lot of its officials out in chains!

Is there a email address which we could us to contact NYS Comptroller,I think the book should be audited for the last 6 years,,,,we cant just move on,,,,,after all Mr Heeney is still being paid a large salery by the Tax payers of Suffolk Co,,,if there is nothing to cover up,,,lets do the audit,,
