Chief dispatcher will retire, won't be disciplined after porn is found on computer

Southampton Village Police Department’s chief public safety dispatcher will not be disciplined for downloading pornographic photos and videos onto his work computer, and though he is still expected to retire, he will stay on the job longer than originally planned.

Mayor Mark Epley confirmed this week that the dispatcher in question is Wayne Petry, the highest-ranking dispatcher in the village, who was hired in 1996 and promoted in 2007 to the supervisory position that he currently holds. He earns $101,395 a 
year on the job, according to Village Administrator Stephen Funsch.

Mr. Epley also disclosed plans this week for Mr. Petry to go on “terminal leave” in September and retire in December. Previously, Mr. Epley, who is also the police commissioner, said the chief dispatcher would file his retirement papers by the end of July.

Terminal leave allows employees to take accumulated time off before they officially end their employment.

“It’s for the good of the village. We do not have to pay out a lump sum of cash to someone,” the mayor said of the latest plan for Mr. Petry, adding that the veteran is needed to provide further job training to two recently hired dispatchers. “I want to make sure those dispatchers are really trained and able to handle emergency situations, and, to me, that’s more important.”

Mr. Petry did not return a call for comment this week.

The pornography on Mr. Petry’s computer was uncovered during an investigation of police department computers launched by Police Chief William Wilson Jr. on April 8. After the dozen pornographic images and video were discovered, Mr. Epley and Chief Wilson said it would be in the village’s best interest for the dispatcher to retire or resign rather than drag the village through a potentially long and expensive disciplinary proceeding.

Because he is retiring, no disciplinary action will be taken against him, Mr. Epley said this week.

Chief Wilson has refused to discuss the situation because it is a personnel matter.

Meanwhile, another internal police department investigation has been launched into a matter involving Sergeant Erik Fromm, who was suspended indefinitely with pay by the Village Board last week, the mayor said. Mr. Epley and Chief Wilson refused to provide any information about what prompted the suspension this week.

“Sgt. Fromm was suspended for a reason, but I’m not going to comment on anything that has to do with Sgt. Fromm, because I’m legally prohibited from doing so,” the chief said this week. “The matter is going to move forward, I hope, quickly and efficiently, but I don’t know if that will be the case,” he said, adding that the sergeant, who has been with the department since 1985 and a sergeant since 2003, according to village records, is “entitled to due process under civil service and village law.”

Sgt. Fromm said last week he did not know why he was being disciplined, but did not return requests for comment this week.

“I assume it will have to be wrapped up before any decisions are made,” Mr. Epley said of 
the investigative process. He 
said he could not comment further.

Any complaints filed regarding police officers are not public record, according to Civil Rights Law.

This is the 3rd strike for Mr . Petry. The Story states Wayne Petry is a Dispatcher and NOT a Police Officer so does this mean the Civil Rights Law would permit a disclosure. Is Mr. Petry the only Dispatcher qualified to train new employees? What kind of example is he to the new-bees?

Old Guy -- Terry's right, you DO sound a lot like "sjd" -- this is a matter of law. No one is covereing for anyone. In personnel matters, unless the employee waives confidentiality, the exact nature of the charges will not be made public.

That said, for Sgt. Fromm to say he does not know why he was being disciplined, is absurd. Have a hearing and fire the guy -- which is what they are finally getting around to in Westhampton Beach.

Fromm was suspended and as it says they are legally prohibited from doing so.Complaints filed regarding police officeras are not public record.That is wrong if they are bad we should know. By the way I am not 'sjd" and I have no idea who he is.

I hope Wayne does not teach the new dispatchers all he knows including his use of village computers for porn sites,he should be charged as others would be,retire after committing a crime!!!!!!!!!!!!!
I wonder if Eric will get the same chance or will he suffer for both of them,I think Eric is a good cop and wayne use to be a good dispatcher when Geroge tucker was in charge of the radio room.

Make sure Wilson and the Mayor let him stay long enough to accumulate more sick, vacation and personal time which the dirty dispatcher can sell back when he retires.

God forbid any of these village employees would have to go into the real world. They would be laughed out the door within a day.

Seems to me that Mayor Epley and Cheif Wilson did everything correctly and has cleaned up this mess in a very efficent and cost effective manner. They should both be thanked for a job well done in a difficult situtation.

It sounds like you are drinking Epley's Kool Aid or you sit next to him. It's a pleasant to see friends sticking up for each other even in government. If you worked in government and Sagaponack then you are likely Trustee Paul Robinson. Patting yourself on the back here won't make the issue or story go away. All Police should have a BA or higher degree to get the job. The mind is less likely to wander to the Porno pages.

The larger question might be, "why weren't there sufficient Internet access controls in place BEFORE this incident (and probably other undisclosed incidents) occurred?

What else has happened, Mayor Epley and Chief Wilson, in this regard? Please post details.

I’m sure that there are plenty of undisclosed incidents at every level of public and corporate enterprise. College degrees for police entry would be an excellent idea. In fact, all publically funded positions should have the same requirement.

Correct me if I’m wrong, didn’t several of the officers disciplined and removed from the Village Force have college degrees? Guess “highly educated professional employees” like yourself are fallible too…

haha, maybe. The strange thing is that the uneducated employees who have repeatedly been caught breaking rules and even committing crimes don't get removed. Is it possible that the top administration with their general high school diplomas want to keep an ignorant Police Department intact? This way they solidify their positions.

If you are in fact the Village Trustee that worked in municipal government and Sagaponack you would know from your own termination from the Town of Southampton that all is not equal when the fair standard is the substitute. Getting fired as a Town Employee then being elected for Village Trustee might me the path to follow.

Actually March Madness, regarding this possibly "dysfunctional oaf" [your words -- I do not subscribe to this description of Mr. Petry] -- who may or not "pay the price not you," have you considered that the Village (and thus all the taxpayers] may be paying for this "screw up" for decades?

It appears that Mr. Petry is being allowed to retire with full pension (including health, dental, etc. benefits, etc. ???). What will this cost us over his life expectancy?
